When devastating floods struck the Brazilian state of Rio Grande do Sul in 2024, thousands of families were left without homes. Within months, SteelCorp joined forces with UBRA (Lutheran University of Brazil), the State Government of Rio Grande do Sul, and the NGO União BR to bring lasting solutions - safe, durable homes built using light steel frame (LSF) construction technology.
Led by Clarissa Tabbal, SteelCorp’s Superintendent for the Southern Region, the project set out to rebuild communities and restore lives with speed, excellence and compassion.
“It’s always a pleasure to talk about this project and the capacity it has to expand,” says Clarissa.
“We started with 500 homes in the hardest-hit municipalities, but the model can easily scale to other states through new public-private partnerships.”
From Concept to Community
The project was born out of UBRA’s commitment to its local community. Having served as the state’s largest emergency shelter during the floods, the university approached SteelCorp CEO Roberto Justus to lead the construction of permanent housing for displaced families.
With support from União BR and several corporate donors providing materials and finishes, the team identified municipalities most in need and began construction on safe, flood-resilient sites.
SteelCorp produced light steel frame (LSF) prefabricated wall panels in São Paulo and transported them to the south, where on-site assembly was completed in record time.
“The speed of assembly is remarkable,” Clarissa explains.
“With one team, we can assemble one home a day, two or three per day with multiple teams. Each light steel frame home offers modern design, thermal and acoustic comfort and a level of precision that traditional methods can’t match.”
A Modern Approach to Affordable Housing
The first prototype was showcased at ExpoInter, Latin America’s largest agricultural fair, in partnership with Leroy Merlin. Completed in under a week, the demonstration home highlighted the advantages of LSF construction: precision manufacturing, faster delivery and superior comfort.
Each 42 m² home is a step beyond conventional social housing - built to last, designed for dignity and optimized for local conditions.

Overcoming Challenges
One of the greatest challenges lay in site preparation. Because the new homes had to be built outside flood-risk areas, many plots were located on uneven terrain requiring additional earthworks and infrastructure.
Labor availability was another key issue in smaller municipalities. SteelCorp responded by training local workers, creating opportunities for communities to take part in their own recovery.
“Qualifying the local workforce was a challenge,” says Clarissa, “but it’s also one of the most rewarding parts of this project.”
The Power of Industrialization
The Rio Grande do Sul initiative has become a benchmark for industrialized, scalable housing. Each new phase introduces greater efficiency with more installations completed at the factory and less time spent on-site.
“Today we can unload panels from one truck and assemble nearly two homes,” Clarissa notes. “The process just keeps getting faster.”
SteelCorp continues to refine its manufacturing approach, with a new factory opening to increase capacity and further industrialize foundations and installations.
